How to turn off automatic personal hotspot

Why can’t I stop other devices from turning on my personal hotspot? This seems like a huge security problem.

You can check at this path,

iPhone > Settings > Personal Hotspot > Family Sharing > confirm nothing is set to Automatic

iPhone > Settings > Personal Hotspot > Allow Others to Join > turn off, if it is off, momentarily turn on and then back off

Do you have Family Sharing turned on for Personal Hotspot? If so, family members are turning it on.

Two things. I’m not family sharing with anyone and even if I was they shouldn’t be able to turn it on if I have it switched off.

When I go into personal hotspot there is no family sharing.
