I need to delete another apple account which email and phone are no longer existent, when I try to request to delete I recieve message saying instructions were sent to the email.

If you cannot recover access to the Apple Account, that account is effectively not yours, and your quest will be blocked.
No phone and no email leaves you with a rescue email address (if set) or an account recovery contact (if set) as potential paths to regain access, or somehow convincing Apple it’s yours.
If left fallow, it’ll get deleted eventually.

As outlined in the post by MrHoffman, you have to have access to an account in order to request its deletion. Either that, or die and have somebody else ask. Or else just do nothing, though it may take some time for Apple to actually delete the account.
