"Activation Required" message flashing on iPhone 12 Pro Max after failed transfer and activation

Was transferring and activating an iPhone 12 Pro Max from a iPhone 12 Pro Max and the new phone starting flashing "Activation Required" and it continues even after forced restart (which was difficult to accomplish). I can't seem to get it to do anything else. I'm currently waiting on the battery to run out to see if that will reset the activation process. Any ideas? Also tried connecting to my MacBook Air but it's not recognized by the MacBook.
