why cant i favourite nor play any video or photo and photos or videos I delete end up coming back again

Im using an iPhone 11 Pro Max and on the iOS 18.1 update and photos on my camera roll can’t be favorited. I can click the favorite option but it never appears on my favorites nor can I play a video it just keeps loading and loading. The only time it works is when I restart my phone. On top of that photos or videos i delete resurface. What is going on?

Mine does the same thing. Also every notification I’ve gotten comes back. All my deleted messages also come back on my phone and recently deleted
