Cleanup in photos
Have iPhone 16 with iOS 18.1.1 and can’t get the cleanup tool to download.
have tried restarting the iPhone but no luck.

When I first tried to download cleanup on a new 16, I just got a non-changing "downloading" message:
My problem was, apparently, that I had wifi off and was trying to use cellular data. I got to a place with wifi, turned that on, and it went smoothly.
Is maybe your wifi a bit flaky?
