wifi roaming issue

My MacBook air m1 won't connect to my Wi-Fi mesh network if roaming 802.11r is enabled. (Note: 802.11k and v are also enabled). All other devices, Android, iPhone 16, work on the network without issue. Network is using wpa2/wpa3. The MacBook just keeps asking for password over and over. The router logs says authenticated but it never completes the connection. Mesh network is kind of useless without roaming. Any ideas on settings that may need to be adjusted for the MacBook to work?

Okay weird but I got it. If 802.11r is disabled, I can have the router support aes, ccmp, gcmp. If 802.11r is enabled the MacBook air will only connect with aes, ccmp and disabling gcmp. No idea why, but if anyone else run into that, try it.
