I have added my cash app card to my Apple Cash card. They are linked together. And it is not letting me purchase apps and I have money on my Cash app card.

You have to actually transfer money from your CashApp if possible to the Cash Card. Unless I’m misunderstanding what you are saying the issue is. You may have your CashApp added to Apple Pay (wallet) where you can use CashApp card as your payment when using Apple Pay somewhere but you would have to actually transfer money to the card if you want funds to be there. It won’t act as a middleman and transfer funds from somewhere else just because you try to use the Apple Cash Card as a form of payment

Cash App is a debit card. Apple Cash is a prepaid debit cards. Apple Cash card by default is in your Apple Wallet. Cash App card may be added to Apple Wallet for use with Apple Pay and to transfer funds back and forth between Apple Cash. The accounts are not linked.
If you want to use Cash App to complete transactions with the Apple App Store it must be added as a payment method in your Apple Account. Please review the Apple Support article on adding payment methods to Apple Account.
