Not possible. Apple does not have any type of email support.

Live chat can only look at payments within the last 60 days, this goes back much further.

You are free to do what you think you need to do. But if this a charge that is that old and Live chat cannot access it, it would be kind of hard to prove it is a required refund. What took you so long to report it? If there was an issue with that charge, timely refund requests are normally granted very quickly.
There is always https://reportaproblem.apple.com if it's been less than 90 days though since it happened.
I've tried emailing Tim Cook in the hope that someone from his office would respond but despite sending several times no response which is very disappointing.
