Fake account created with my e-mail address. What to do?

First of all, let me make one thing clear: I don't own or use any Apple product and have never opened an Apple account myself. Obviously, I have no reason to have an account here.

However, an unknown person did open this Apple account with a rarely used, secondary e-mail address of mine. I learned of it by receiving in MY e-mail inbox a message from Apple to this fake user. Apparently, Apple doesn't send a verification e-mail to confirm the validity of the address and the legitimacy of the request before creating a new account.

This is such a basic security step that it amazes me and appalls me how the world's largest technology company doesn't do it before creating a new account. If it does, then I'd love for Apple to explain how this person was able to create an account without having access to my e-mail.

I tried to find a way to contact Apple directly and explain the problem, but I could find none. I could also not find a help topic for this problem, which Apple apparently doesn't think is possible, but with these lax security practices, I suppose must be rather common.

So, as a last resort, I reset the password, with the goal of gaining access to this rogue account and DELETING it. I was able to login, but then I stumbled on the security questions (the name of "my" first boss, name of "my" pet, etc.) and couldn't proceed. At least I was able to use the account to make this post.

I know from the password reset e-mail that this person informed the name of "smokebear Brown" (which may very well be fake as well). Well, my surname isn't Brown — in fact, I've never lived in the United States or in any other English-speaking country, English is not my native language (though I'm obviously fluent in it, by mere lucky chance), and I don't have an English name or surname.

So, what can be done? I want this account GONE. That "Brown" person is already locked out of it due to the changed password, and they can't reset it again without having access to my e-mail. But I still have no use for this account (if I ever get an Apple product and need an account, I'll create a legitimate one with my main e-mail address), and if it's not deleted I'll certainly be annoyed by Apple mailings and other stuff. Besides, who knows what that person has put on their iCloud? It could be something illegal, and if it is, I don't want to have anything to do with it.

Thanks in advance for any help with this issue.

It has been 21 years since I made an account but the present instructions do talk about having to "verify" an address which usually means sending back an email.

You mention security questions which tells me that this account must have been created several years ago since that was when Apple stopped using security questions. Those may pose a problem since to be honest, Apple will have no way of telling that you are the owner of the Apple Account unless you know them.
