Goods not delivered paid by apple pay
Is there any recourse when having paid for goods with Apple Pay and them not being delivered.

Yes, please contact the bank that issued the payment method (credit card or debit card) you used and inquire about their fraud protection. Payment Network Operators such as Visa, MasterCard, American Express etc. offer fraud protection on some cards as well.
