Ok, no problem accessing Macy's here using Safari. When you say you cannot access it on all Apple devices, do you mean Desktop as well as Mobile devices? Also, are you seeing an error message?
For the Mac, I recommend posting the free EtreCheck report using the Additional Text option when posting. The report contains no personal information, but will identify processes launching on startup that may be interfering with web connections.

Depends on the website and if you have any Content Blocker extensions installed or using a VPN. Feel free to give an example of the website and the web browser you are using and we can confirm/deny if it is a global issue or something you are just seeing on your end.
Specifically Macys
turned off Malwarebytes extensions and cleared by browser. No help
