Can't get to "Apps & Data" screen to restore from iCloud Backup on new iPhone 14 Pro Max

I've generated an iCloud backup from my iPhone X running on (the latest) iOS 16 so I can transfer it to my new iPhone 14 Pro Max with the latest iOS 18 version. However, no matter how many times is tried to "Erase All Content and Settings", the "Apps & Data" is not clickable so I can't get to the screen where I could restore from iCloud Backup.
