What constitutes a “move” on the Apple Watch?
If I’m out walking for 30-60 minutes, why doesn’t my watch count any of that as part of my “move” ring?

Are you moving your Apple Watch arm, or is it stationary, such as you broke your arm and it is in a sling, or you are pushing a cart or baby carriage?
Are you running a walking exercise app at the time?
Then you should be logging move (aka Calories).
I can sit in a chair and swing my arm for a while, and get some move credits. I get the most when in on a 2 mile walk with my Wife, or when I'm doing 7 miles on my bicycle (we have a set route we take).
My arms always swing while I walk, and I am running the “outdoor walking” program of the Workout app.
