Refund and subscription cancellation for inaccessible old Apple account

I need help getting a refund and canceling subscriptions on apple acount I no longer have acces to. i created a new apple account and have a new number. I am still being charged for subscriptions on my old apple account that i cannot access

I’ve been charged many times on who knows what it just says apple bill in my email. I have a new apple account because I could not access my old apple account due to the fact that my number was changed and could not receive the verification code to re access my account. I need a refund for those purchases on my first apple account and to cancel any subscriptions or purchases on that account.
