How do I manually add a face in photos on iPhone?
On certain photos on my phone the people at the bottom will come up but some people are missing and on some it won’t have any is there a way to add people to it manually on iPhone?

No, there is no way. Only the photos where Photos could detect a face can be added to the People&Pets album on the iPhone.
You may want to add the name of the person to the caption of the photo, then a search for the name will find the photo as well.
