How near are you trying to focus? iPhone 11 doesn't have macro camera, nor macro focusing capabilities. The 11 Pro did not have a Macro camera, but did permit focusing in Macro using the Wide Angle Camera.

That's very close to macro and as I mentioned, your phone never had a macro camera or macro focusing ability.
