iPhone 10 access recovery

I recently changed iPhone, erased my old iPhone 10, erased it from my devices/findmy.

Stopped in the middle of reinstalling the old iPhone 10, and now I can’t remember the passcode on the initial “enter passcode” screen. So I suppose my iphone 10 is not tied to my Apple ID anymore or?

Anyway the phone is now locked for one hour, is there anyway for me to recover access if I can’t remember the passcode and can apple services help me?
