Image Playground app missing on iPhone 15 Pro Max after iOS 18.2 update

After upgrade to iOS 18.2, why do I get Image Playground app on my iPad Pro 11" (2021), but not on my iPhone 15 Pro Max (2023). I got a message and link to the app on my iPhone' Setting, but when I tap it, I got an error message saying that it was not supported in my country. If that's the case, then why do I got it on my iPad? Is there something I missed?

I already try to find the app in Apple Store from my iPhone, but cannot find it

Can anybody help me?
