I pay a small amount to ETV Endowment of SC every month. After November’s payment, i have received notices that attempts have been denied. The card is hale and hardy and the bank says it must be Apple Pay issue. The notice reads: Time Sensitive Capital One Mobile, ETV Endowment, Declined - $6.25

Without going into more detail, I can’t resolve this issue.
The notification is from Capital One. C1 added a decline to your Wallet app and Wallet sent the Notification to Lock Screen or Home Screen. That is the extent of what your seeing.
Apple (or Apple Pay) is not a bank and cannot approve or decline a transaction. Your resolution to the issue is finding out why ETV Endowment refused the payment from C1.
Apple Pay and Apple Wallet cannot make payments. Credit and debit cards in your Wallet app may be used for payments. Are you confusing Apple Pay with Apple Cash?
I have never used nor set up Apple Cash. I pay several things through the gateway of Apple Pay although they go directly to the Bank Credit Card I usually use. I'm not sure what is happeining to ETV but it could be on their side. Here is the notice I get on my screen.
