In the iTunes for Windows application there was an option under settings to automatically download album artwork. I'm currently using the successor to iTunes for Windows (Apple Music on Windows) but I don't see that option being presented to me even though the Settings screen is implying that it's there.
Will that feature eventually be implemented in this app since iTunes will eventually be deprecated?

I am. The computer's even authorized.
Did you recently move to Apple Music from iTunes? If so you might want to revert by uninstalling each of Apple Music, Apple TV, and Apple Devices, so that iTunes can function properly again.
