As regards to the question "when will a new [major] version of macOS come for this Mac?", if that is what the OP is asking, the answer is never. That model originally shipped with a version of Lion – and it can be upgraded as far as Catalina. That means it got eight major version updates.
But Catalina is the end of the line. That Mac cannot run Big Sur, Monterey, Ventura, Sonoma, Sequoia – or future versions of macOS. There will be no major version updates beyond Catalina for the MacBook Pro (13-inch, Mid 2012).
This makes no sense.
