My new watch update 11.2 includes an update of map support for tidal conditions and coastal locations in China. Why do I need to update this if I live in the USA?

watchOS updates are country specific, no matter where you use the watch. And all new features and software fixes will be installed, you can not choose which parts of a watchOS update you want to download onto your watch.
