When I try to create a second profile on the Apple TV app on my Roku it asks for a unique apple ID and pw; however, when I type in the alternate ID and pw it tries to get me to sign up for service again. I have read that I should be able to create a second profile, so why is it trying to get me to pay for a second service? How do I create a second profile via the Roku app?

To allow a secondary Apple Account to share access to the Apple subscription content, then both users need to be in a Family Sharing group. The Family Sharing group has to be set up on one of the group members’ own Apple device (iPhone, iPad, iPod touch, Mac). That step can’t be done on Roku or any other third party device.

Hmmm. Adding a secondary Apple Account into the Apple TV app (on a third party device) should have worked. Family Sharing group members should automatically have access to Apple TV+, if one of the group members is a subscriber.
You may want some hands-on guidance with Support people that can verify an account status and their configuration. At this time, I would suggest to contact an expert from the Apple Support staff for further assistance. Contact Apple for support and service (phone numbers) or start your support request online (chat/email/callback).

I created a Family sharing group as you suggested and added my wife’s apple ID. She again attempted to create a profile on the apple TV app and got the same result. It is still trying to get her to pay for another subscription.
I ended up going into my Apple TV unit (not the apple TV+ app on my Roku), went into Settings, then Accounts, and added her as a second user/account using her apple ID and pw. When I did that it automatically created a separate profile for her in the Apple TV+ app.
