No sound on iPhone when using Find My iPhone

Similar to iPhone does not make noise when I ping it… - Apple Community, but I noticed this today after updating to iOS 18.2. I waited and waited, letting the phone vibrate for like 30 seconds and it just stopped vibrating as the Play Sound finished its cycle.

So I tried taking the phone off Silent Mode, and it was even worse: no vibration, no sound. Just the token "Find my phone" alert pop-up. Then I noticed the phone's volume was set to zero. Setting the volume just a notch above zero, and indeed it makes a barely audible beep. Setting the volume to something like 50% and finally I get the sound I'd expect.

This makes no sense to me: if my phone is lost, I can't exactly increase its volume so that I can hear the Find My phone sound.

I suspect this predates iOS 18.2, since it explains why my Apple Watch hasn't been able to ping the location of my phone for the last several weeks (this is the main reason I tried to use Find My in the first place). A couple of experiments suggest that the iPhone's ping-by-watch volume is similarly limited by the system volume. This is a terrible regression.
