Cooling down issue on my iPhone 13

I bring my iphone 13 to go swimming just around 2 meter and i make sure it use the additional waterproof case. After 1 hours out from water, suddenly my phone show "iphone need to cool down before it can be use" i try to restart but it not change anything. And the phone isn't hot at all. It's just normal temperature. Please help.

And it not really possible for me to go to service centre :(
