what would happen if I"ll delete com.apple.bird folder??
I'm paying for iCloud, deleting files every day but somehow this folder keeps growing and my Mac's space is getting lower..
Is it safe deleting this folder?

Assuming your data is either utterly worthless, or that you have complete backups…
There are some tools that might allow you to poke at the contents:
In the linked example, it was reportedly WhatsApp consuming resources.
If you don't know what you are doing, it is best to leave well enough alone. I don't know how much iCloud storage you currently have or how much you require however that is certainly something you may want to evaluate before going willy nilly and deleting files and folders that you have no idea wha their impact is.
If you only have the free minimum that Apple provides and you need more then it is time to buy additional storage.
