iPhone stuck on attempting data recovery and has boot loop

I plugged in my phone and then it started restarting every 3 minutes and could barely work. I tried to update it using a pc but it ended up getting having the boot loop on the attempting data recovery screen after it did its update. Is there any way to recover my phone without losing anything on it? It’s a IPhone SE 2nd Gen if that helps

iPhone XR

Q1. Everything was enabled on it but it only did up to 5 gb. If I buy it will I have access to all my old things or does the phone need to be working to do that.

A1. No. Items need to be pre-uploaded. With only 5GB of data, you wouldn’t store much (by today’s standards). A photo can be up to 4MB in size. 1000K photos would be 4GB at max.

Q2.Is there any alternative ways for the boot loop to stop or to bypass the attempting data recovery?

A2. Get this Serviced:

Set up a Genius Bar Appointment at your local Apple Store. Being an earlier model, this may not be an option. So, you'd have to take this to your local AASP. See (B.) below.

Contact an AASP:

Another option might be to contact an AASP (Apple Authorized Service Provider). See what services that offer for this.

  1. Go Here: Find Locations - Apple Authorized Reseller
  2. Click: Service & Support
  3. Enter: your location information
  4. See: if there is an AASP nearby
  5. Contact: an AASP that shows up, and find out more about the services that they offer to fix the iPhone.

Getting an iPhone Out of a Boot Loop:

Your iPhone apparently is stuck in a boot loop. And this typically happens when you unsuccessfully download somethings or an update install stalls while in the process.  So, refer to my User Tip: How to Fix an iPhone in a Boot Loop - User Tip

"It says cannot update and when I press restore that doesn’t work either"

The boot loop fix would be perform by connecting to a computer: How to Fix an iPhone in a Boot Loop - User Tip

Sync Through iCloud:

If items were enabled in iCloud on iPhone, all will sync, if existent, and tied to the same Apple ID.

A. On the iPhone:

  1. Go to: Settings
  2. Tap: Your Name (Top Item)
  3. Tap: iCloud
  4. Tap: an item (so that it is green)

B. On a Mac:

Is Contacts enabled in Apple ID on your Mac? If not, enable it.

  1. Go to: System Preferences
  2. Click: Apple ID
  3. Click: an items (so that it is green)
