I am told that I need to change my operating system to use TurboTax to a
macOS 13.0 or higher.
I think I should replace my macOS Monterey 12.7.6 with
macOS Ventura 13.0 or higher..
How?

The model year of a MacBook Pro is available at Apple menu > About This Mac.
An early 2015 through 2016 MacBook Pro can be upgraded to the latest version of Monterey macOS 12 but no later.
A 2017 MacBook Pro can be upgraded to the current version of Ventura macOS 13.

A 2018 or later MacBook Pro can be upgraded to the current version of Sequoia macOS 15. See: How to upgrade to macOS Sequoia - Apple Support
If you can't upgrade the macOS on your MacBook Pro, another option is to use TurboTax Online. It is a very good (better in my opinion) option to the TurboTax desktop version and will run on older macOS versions.
