that being said it's not up to apple which emojis are introduced it's the unicode org who handles that

If you follow the link, you will find that the Unicode Consortium is no longer accepting requests for flag emoji and will automatically turn down your request.

The only exception is that they will add flags for certain codes that generally represent entire countries. Since Alaska is not a country, that won’t help you.

There are already code points for the Alaska state flag and many other subnational ones, so Apple can add glyphs for them on its own, but due to the huge number of these and limited unit capacity, very few places and fonts actually implement them.

A better channel to submit this request would be the Apple Feedback page - check it out!

An alternative might be to create an Alaska flag “sticker” by drawing or photographing a State of Alaska flag. That won’t put the sticker on everyone’s phones, but the Unicode Consortium doesn’t have veto power over making stickers.
