Apple pay not working - getting Tap Not Accept error

This started happening about two weeks ago. None of the cards tap and I always get the same error on the terminal. I've used the card at this particular merchant before. I tried every card and got the same result. Apple support asked me to update the software, I was on 18.1.1 and updated to 18.2 and got the same result. I'm using a 13 mini. Anyone have this error before and resolved it?

VPN software can change network settings that may need to be reset. Please follow the instructions below.


Reset your network settings


If you're using iOS or iPadOS 15 or later, tap Settings > General > Transfer or Reset [Device] > Reset > Reset Network Settings.


If you're using iOS or iPadOS 14 or earlier, tap Settings > General > Reset > Reset Network Settings.


This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.

I did have some vpn Software on my phone very briefly but removed it after it did not work for my purposes. It's been a very long time (months to years) since the software was on the phone.


I just checked the VPN section and there is nothing there.


How can that cause issues?


I removed all of my cards, deleted Apple wallet and then installed it again and added all of the cards back. I will see if it works today.
