Apple Watch still logged in to Apple ID after unpairing

I unpaired my old apple watch to my phone about a year ago and now when I want to pair it with another phone it doesn’t work. It doesn’t show up in my watches but it is still logged into my apple id and I tried repairing it to my phone or another but it doesn’t work. When I try pressing on the side button as it tells me on the instructions to pair another watch, it just shows up the emergency call screen so Im really confused.
