Do I need SIM card to remove carrier lock?

EDIT: I means carrier lock

I have an iPhone 12 Pro. I’ve been contacting T-mobile to remove carrier lock since it’s paid off and phone number already moved to new phone. They keep saying they put in the request but it’s been 9 days and still locked.

my question is: do I need SIM card in the phone to get the lock removed?

You’ve going to need a SIM. Either a SIM from T-Mobile or from the carrier you’re switching to.

Per the instructions in the document I linked to above:

If you have a SIM card from a carrier other than your current carrier

Use these steps to finish unlocking your iPhone:

  1. Remove your SIM card.
  2. Insert the new SIM card. Your device will activate.

If you don't have another SIM card to use

Use these steps to finish unlocking your iPhone:

  1. Back up your iPhone.
  2. After you make a backup, erase your iPhone.
  3. Restore your iPhone from the backup you just made.

Your post is a bit confusing. You're saying "activation lock" but what you're describing sounds more like a carrier (or subsidy) lock.

If your phone has been activation locked, that means that someone has connected it to their Apple Account. The only way to remove the activation lock is with the Apple Account creditials. TMobile can't do anything.

If you're trying to get the carrier lock removed so that you can use the phone on a different carrier, yes, you need to speak to the carrier. Did TMobile tell you they have put in the request? Or that the request is completed? If the former, call them back and ask them how long they expect it to take. Generally, you get an email or something letting you know it's complete. If TMobile told you that it's complete, you may need to restore the phone.
