So it was a usual day and out of the blue the phone started to restart in loop so, I tried to restore using my mac but it showed error 9 and got stuck in the recovery mode. Took it to the nearest iCare and they did the same to restore but failed . The phone wasn't plugged to any source of power it was just laying on my desk.
Phone was on iOS 18.2.
Any ideas to save my phone.

Here is the last line in the support document:
"If you continue to see error 9, 4005, 4013, or 4014 when you try to restore your iPhone, iPad, or iPod touch, contact us."
You need to contact Apple. You can use the link supplied. If you bring it into an Apple Store, they can use one of their computers to try the restore. They use different software than users do. If they cannot get it to work, they will explain your options.

Went to the care and they failed. They were like " it might be some hardware issue we can't do anything and advised to either upgrade or exchange " which is not currently possible as I'm a student.
Anyway thank you so much for trying to help, either I'll figure out a way or I now own an expensive paper weight.
Today I tried it again and it successfully restored but still stuck in a boot loop.
already did the above
