how to enroll into developer program

I've been trying to enroll into developer program for few months now . I put in all the needed info correctly , and reach the payment page once, i submit the application i get the message that it will take up to 48 hour to get a response . a two days - 5 days goes by with no progress, my card doesn't get charge , not even an attempt . and then i repeat the whole process again . and i've been in this cycle since june , i've send emails to apple support , with no luck . can anyone help with the issue ?

ps : i'm outside of USA .
