Apple Music songs not syncing from laptop to iPhone 15

Purchased a new iphone 15, previously had iphone X. All songs in Apple Music library did not sync over to new phone. The titles are greyed out and have a download cloud which when clicked on says song did not sync turn on sync library. Music library is on Dell laptop in Apple Music app. ALL songs are there. Sync library is on laptop and phone. Have made sure both phone and laptop are signed in to same account and sync library is turned on. Have chatted with Apple support, spoke to two different "senior advisors" and finally was disconnected so gave up. What is so weird is that some songs in an album synced over to phone but others are greyed out. I have tried everything. I guess I could just keep my old iphone for the music but would love to transfer it all over to new phone. Any ideas? Thanks!!
