I can list my app for pre-order in every country except USA. I tried listing it for pre-order in Canada and that worked. When I changed Availability to USA, it immediately became available which is not what I would like.
Anyone know why USA might not be listed for me in the Pre-Order flow?
I sent a support ticket request a few days ago, but haven't heard anything from Apple.

Apple Support pointed out the issue to me - Thanks.
I had accidentally released the app in the USA, then removed it. As it had been released, you can't pre-release it again. I need to create a new version to pre-release.

This is what I see on the pre-order screen.
If I select “The United States and Canada”, I only get Canada pre-order. There is no United States of America shown.
USA is not an option for my app's pre-order in App Store
