Missing 'Call Forwarding' setting on iPhone

Who is your carrier? Is it by chance Verizon? If so, what you're seeing is normal. Verizon has never included those features. Originally, it had to do with the fact that they used CDMA. I don't know why they haven't changed things, but I can only assume it still has something to do with their underlying network architecture.
You can access Call Forwarding from the Verizon app or by dialing the appropriate shortcode. I think it's *72 and then the number you want to forward to but you'd need to check.

Contact your carrier, call forwarding is their service.
