IMEI on lost or stolen registry for Visible mobile plan

Unfortunately you were sold a used device that either was stolen/lost or the owner reported the device as such in order to get a replacement (if they had a plan that covered lost or stolen devices) and then sold the one they claimed to be lost or stolen. Either way, you will not be able to use it. Hopefully you purchased in a way that you will be able to get a refund (such as if you purchased from eBay for example and are able to use their buyers protection). If not unfortunately you may have just learned an expensive lesson in the need to be extremely careful when purchasing used devices

From where? It's very likely that you have purchased a lost or stolen iPhone, and that you should go back to the original seller and ask for a refund. As you probably won't be able to have a cellular connection on it.
