Activating a refurbished iPhone 13

I am able to swipe up on the Hello screen and select English but when selecting my region I select United States and nothing happens. When the screen locks it takes me back to the Hello screen. Any suggestions?

Please follow this procedure for force resetting your iPhone ⇢

Press and quickly release the volume up button.
Press and quickly release the volume down button.
Press and hold the side button until you see the Apple logo

If no luck after the reset......did you buy the phone directly from Apple? If not, did you buy from an authorized Apple reseller?
