Why does my iPhone 13 iCloud backup screen have a question mark on page icon

i’ve been having issues with odd and questionable things happening with my iPhones. I’ve changed phones along with carriers and every new phone I get, the same things keep happening. Things in settings being turned on after I keep turning them off, passwords being changed, and screen mirroring inoperable. I find analytic data with headers like screen sharing server, business services, dual enrollment, networking topic, and Siri search feedback even though I have Siri completely disabled. Everything points towards a mobile device management profile, but nothing shows up in that setting. And now I see this on my backup and no one else’s I’ve looked at has it. Any clue? Advice?
