Disable the VPN:

I see you are connected to a VPN. A VPN is a common culprit for connection inconsistencies. So, debate it, and delete it. A VPN just gets in the way on an Apple device, and this is a pure example of how and why. Report back that happens.

New iCloud Session:

Log out of iCloud on your iPhone and then log back in. See if this then goes away.

This happens around 6-7 times a day for no apparent reason. I turned off backups on iCloud but this issue still persists. Anyone know why this happens?"
