I found a series 3 apple watch that it is locked by the owner. I haven't' been able to find a way to find more details about the owner so has anybody tried to return to an apple store successfully ? ive read that some people return it to police but i dont think that is an option anymore

You can also bring it to the nearest Lost&Found.
Unless the owner did activate Lost Mode and created a custom message, you can not find out more about the owner.
