iCloud storage plan payment failure consequences

I want to ensure if my payment method fails with monthly autopay that I won’t permanently lose data.

Will the iCloud continue to work for a period of time?

Is there a way for me to get a hard backup of pictures copied off the Cloud to my hard drive
