Certainly. It might be a bit slower than a MacBook Pro or desktop Mac might be, but many graphic and programming professionals use MacBook Airs for their work. A couple of quick recommendations: get as much memory as you can afford since that cannot be expanded later and memory can make a big difference when it comes to graphics applications. More internal storage will help, but you can always get an external drive for more storage later.

I'd also suggest you identify what software you will wish to run and consult the system requirements for those applications to make sure you don't buy something you then can't use.
