I found an apple Watch But can't pair

Turn it in to the local authorities or the lost and found
for where you found it.
The watch is locked to the owner's information and you
will not be able to pair to the watch until/unless the owner
releases it.
If the watch is charged, ask Siri who owns the watch - you
may get some helpful information to return the watch to
its owner.
It’s lost or stolen.
Someone is very sad. 🥺
Do the right thing and turn it into the local authorities. 🙏

As imobl said, it is useless to you. Unless the owner unpairs it from their phone AND deletes it from their Apple account, you will never be able to pair it to your phone.
