Forgot passcode, have tried many times, now locked out. How can I get the phone back working?

Sorry but there is no simple “correcting the situation”
The procedure forwarded - if carefully read and correctly followed for your iOS - will reset the phone (completely erasing it) …
… and then prompt thru the steps needed to restore the phone from an available backup.
Gotcha:
Perhaps a Forced Restart might get it’s “gears turning.”

Doing those steps does not “do” anything. The results outlined never occur. That’s the point.
it never comes up with anything different on the screen. It will not give an option to “reset” or “ start” or anything.
These steps do not exist. You can do them exactly as stated and they do nothing. It doesn’t correct the situation.
