Storage cleaners are very effective: in providing revenue for their developers. They have no other purpose in life, and will only slow down your device and make it less stable. There is a very effective storage cleaner built in to iOS: Go to Settings/General/iPhone(or iPad)/Storage.

This will list all content stored on your device, with the largest first. It may also have a section titled Review Large Attachments, which shows files that probably can be deleted.
