My phone apparently keeps saying billing information but like my dad takes all his money out his card so I don’t spend it or something and I tried downloading an app it said my billing info needed to be updated

Give the phone to your dad so he can updated the billing information.
How does he update it because he only has one card and he already has it on my phone but is says “declined” when I go to my billing info?
