My iCloud is locked and I tried many times to reset my password but it’s not working and I don’t have the trusted no anymore but I still have the recovery key and I’m I tried to add trusted device and another trusted phone number but it’s not working also I need a clue

Accessing icloud after lossing full access on trusted device IDK why apple locked my apple id while i didnt entered any wrong password shame on apple for not helping me while i pay monthly for icloud pluse for them still i am not able to receive any two factor authentication on my trusted phone number from the past one month i am trying to access my icloud but i cant i have a recovery key and i also have my trusted phone number still i am not able yo receive any code on my number and everytime i have to wait one week now who is responsible for my loss my icloud locked from one month containing important document subscriptions photos and passwords and because of it being locked i am having too much problem with accessing my important information. Apple should state and explan step by step in there website how to use account recovery or how to access account step by step but instead of explaning and showing the solution they describe the problem but never explained the solution.
