Passkey on new iPhone not working

After getting a replacement device for my iPhone 16 Pro Max that was completely bugged out the new device is working fine but when trying to log into my various accounts that have faceid passkeys the account goes to verify faceid but instead of scanning faceid apple prompts me with a screen that says “Choose how to manage your passkeys” and clicking this button sends me to Autofill and manage passwords in the settings which doesn’t do anything. When i try to add a new passkey this same thing happens. How do i get back into my accounts or get apple passkeys working again
